The Uttar Pradesh government has approved the Master Plan 2041 proposed by the Yamuna Expressway Industrial Development Authority (YEIDA), aimed at advancing development in the Yamuna Expressway region and the surrounding areas of Noida International Airport in Jewar, expected to be operational by April 2025.
Key Changes and Focus Areas
The state government suggested various adjustments concerning:
- Zoning regulations for data centers, green spaces, healthcare facilities, research hubs, and transport infrastructure.

Approval Process
- YEIDA initially sent the Master Plan 2041 for approval in January 2024.
- However, the government requested several revisions in July 2024.
- YEIDA incorporated these changes, resubmitting the plan, which has now been approved.
- According to YEIDA CEO Arun Vir Singh, the master plan will facilitate industrial and urban development, largely driven by the airport project.

Development Areas and Coverage
The YEIDA’s jurisdiction extends over 3,352 square kilometers across six districts: Gautam Budh Nagar, Bulandshahr, Aligarh, Mathura, Hathras, and Agra. The Master Plan 2041 focuses initially on Phase 1, which spans 759 square kilometers in Gautam Buddh Nagar and Bulandshahr districts.

Major Projects under Master Plan 2041
Several large-scale projects are included in the master plan, including:
- Medical Device Park
- Semiconductor Park
- Olympic Park
- Electronic City
- Film City
- Central Business District (CBD)
- Aerotropolis around the Noida International Airport

An Olympic Park, covering 480 hectares, is proposed to support international sporting events, providing sporting facilities and accommodations for athletes. Commercial business developments are also planned, supporting shopping and city-level business needs.
Heritage City and Urban Raya Centre
YEIDA has addressed objections raised by the Uttar Pradesh chief town and country planning department concerning the Urban Raya Centre, an essential part of the master plan. A Heritage City near Mathura, within the Raya Urban Centre, is also planned, with an estimated cost of ₹7,200 crore for the first phase, covering 753 acres.

YEIDA’s Establishment and Goals
YEIDA was established on April 24, 2001, by the Uttar Pradesh government to facilitate the planned development of urban areas and industrial growth along the 165-kilometer-long Yamuna Expressway between Greater Noida and Agra. The authority’s aim is to promote industrialization and urbanization, creating employment opportunities across the region.
YEIDA’s notification includes around 2 lakh hectares from 1,187 villages in the six districts under its jurisdiction.
